Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DSD; (a) to undertake internal project management for outsourced services and oversee internal projects, including Smart Drainage Map; (b) to evaluate contractors' performance in delivering BIM applications, engineering IT systems / services; (c) to prepare / review funding application, compile / review tender documentation, and supervise tender evaluations for BIM applications and engineering IT systems / services; (d) to supervise administration and upgrading works on AI Chatbot solution using Large Language Model (LLM) and Retrieval-Augmented Generation (RAG) for responding to queries regarding BIM guideline and documents; (e) to provide technical advices to business users and other IT teams regarding Building Information Modelling (BIM), Geographic Information System (GIS), Supervisory Control and Data Acquisition (SCADA) and BIM CDCP functionalities; (f) to liaise and work with business users, IT teams, contractors and stakeholders, including other bureau / departments for completing duties effectively; (g) to coach and supervise Senior System Analyst, System Analyst and Analyst programmers in BST to ensure the completion of duties and the quality of their deliverables and outcome. Yrs of Total Post-Quali Exp 12.0 Yrs of Relevant Exp 6.0 Requirements (a) Holder of a Bachelor degree in Information Technology, Computer Science or related disciplines; (b) at least twelve (12) years' post-qualification Information Technology experience with at least six (6) years in supervisory positions leading IT staff in sizable organisations with emphasis on IT project tender preparation and evaluation, project and contractor management, quality assurance, user requirement study, system analysis and design, system implementation, user training and system support; (c) proficient in writing IT project / system deliverables in English and able to understand and speak Cantonese and English; (d) proficient in managing IT development projects and managing / overseeing day-to-day operations of web-based systems. (e) at least five (5) years' experience on IT service procurement, contract monitoring, user management, quality assurance and IT security audit, and management of multiple IT projects, (f) experience on on-premise deployment of LLM for application development. (g) experiences on BIM and GIS is essential. Technical Skills: . At least 6 years' experience in IT Application Development and Management (ADM); . At least 6 years' experience in System Implementation and Maintenance/Support (SIM); . At least 3 years' experience in Geographic Information System (GIS); . At least 3 years' experience in Information System Study (ISS); . At least 3 years' experience in IT Planning (ITP); . At least 3 years' experience in Microsoft SQL Server (MSS); . At least 3 years' experience in SSADM (SDM); . At least 2 years' experience in Security Risk Assessment and Audit (SAA); . 1 year's experience in Web Programming (WEB) is an advantage; . 1 year's experience in Web Services (WSV) is an advantage; . 1 year's experience in Data Architecture (DAR) is an advantage. Non-technical Skills: . At least 6 years' experience in work with the Government (GOV); . At least 6 years' experience in the management and support of Government systems and services (GSS); . At least 6 years' experience in managing Government projects (MGP); . At least 6 years' experience in IT service/outsourcing management (OUT); . At least 6 years' experience in vendor management (VMG); . At least 4 years' experience in contract administration (CON); . At least 4 years' experience in project management (PRM); . At least 4 years' experience in presentation (PRT); . At least 4 years' experience in tender preparation and administration (TPA); . At least 4 years' experience in Government tendering procedures (GTP); . At least 2 years' experience in Government procurement/disposal procedures (GPD). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 12 years' post-qualification experience in which at least 6 years' relevant experience in a similar post and in a comparable capacity.
