Job Key No 38610 Job Title/ Category Contract Systems Analyst (Bid Ref 59041-1) Number Of Vacancy 1 Relevant Field Application Development Nature Contract Deadline 25 Mar 2026 Contract Period 01 May 2026 to 31 Jan 2027 (9 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base West Kowloon Government Offices (Yau Tsim Mong) Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) Management and maintenance of 1) HKeMobility (HKeM) mobile application (APP) and website providing route search of public transport, driving and walking modes, and dissemination of real-time traffic and transport information; 2) Reprovisioning of core functions in HKeM APP to 'iAMSmart' Mini-programme (HKeM 'iAMSmart') and conversion of HKeM APP coding from Native App to unified app framework developed under HKeM 'iAMSmart'; 3) Driving Route Search Service (DRSS): a web service for HKeM APP and website to search for driving routes; 4) Cycling Route Search Service (CRSS): a GIS system of TD's cycling network data for route search to HKeM website and APP; 5) Parking Information System (PIS): a system for car park operators for inputting of parking vacancy; and 6) Coordination and liaison with users of Traffic Incident Management System, Transport Information System, DATA.GOV.HK, GeoInfo Map, Common Spatial Data Infrastructure for dissemination of transport and traffic information. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the TD; 1) Support and study on technical issues of TD applications and services, and draft reply to traffic engineer for handling complaint cases and public enquiries; 2) Provide overall IT and GIS support and development for carrying out project development and quality control and liaise with DPO, Government department and bureaux, users, stakeholders, consultant(s) and contractor(s) and other parties for planning, design, enhancement, operation and maintenance of HKeM APP, website, HKeM 'iAMSmart', DRSS, CRSS, PIS, real-time data for public access at DATA.GOV.HK, GeoInfo Map and Common Spatial Data Infrastructure; 3) Provide IT support and application enhancements for system integration with other government departments, external applications, car park operators, etc.; 4) Carry out contractor / consultant management tasks on areas involving IT including preparing consultancy brief, commenting on deliverables, vetting the contractors' / consultants' design, testing on the developed website, mobile app and 'iAMSmart' Mini-program, monitoring and resolving issues affecting progress and quality, etc.; and 5) Carry out any other tasks on IT related matters in planning, design, implementation, operation and maintenance of IT applications on cloud computing as assigned. Yrs of Total Post-Quali Exp 10.0 Yrs of Relevant Exp 5.0 Requirements 1) Experience on IT applications development and management; 2) Experience in tender preparation, contract administration and vendor management; 3) Experience in Government Tendering Procedures and IT procurement; 4) Experience in support and development on APP and website development in particular on traffic and transport related applications; 5) Experience in support on APP; 6) Experience in managing Government Projects; 7) Good communication skills; 8) Good in Chinese and English writing skills; 9) Experience in Geographic Information System development on route searching and spatial data analysis; and 10) Good coaching and mentoring skill for supervision of subordinates. Technical Skills: . At least 5 years' experience in IT Application Development and Management (ADM); . At least 5 years' experience in ARC/INFO (ARC); . At least 5 years' experience in Geographic Information System (GIS); . At least 5 years' experience in JAVA Programming (JAV); . At least 5 years' experience in SSADM (SDM); . At least 5 years' experience in Visual Studio. Net (VSN); . At least 5 years' experience in Web Programming (WEB); . At least 4 years' experience in Server Virtualisation Technology (SVT); . At least 4 years' experience in JavaScript Programming (JAP); .
