The System shall be interoperable with the existing email systems in the Government. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO; (a) Participate in analysis and design, implementation, maintenance, and testing; (b) Collect user requirements, formulate and implement mobile applications over multiple mobile platforms; (c) Interface with other system components for secure delivery of services through mobile applications ; (d) Deploy and maintain backend applications on government private cloud infrastructure; (e) Implement best practices and coding standards, and conduct code reviews ; (f) Assure and control the quality of the project deliverables produced by the contractors/vendors; (g) Provide daily administrative support, preparation of deliverables meeting the internal standards and requirements of the project; (h) Conduct system testing, quality assurance and rollout support; (i) Monitor and report system usage and healthiness; (j) Self-motivated, able to work independently under pressure, multi-tasking and energetic; (k) Work outside office hours and provide on-call production support; and (l) Perform any work assigned by supervisor. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements Experience & General Background - Minimum of 4 years of working experience in system analysis and design - Minimum of 4 years of working experience in application development and management of IT systems Technical Expertise - Experience in mobile application development especially experience in Trusted Execution Environment or equivalent on Android using latest technologies is preferred - Solid working experience in web services development, e.g. HTML5, RESTful API design, Ajax, etc. is required - Solid working experience in mobile testing frameworks, application testing and quality assurance is required - Sound knowledge of UI/UX patterns, responsive design principles, and mobile platform guidelines is required - Experience in Public Key Infrastructure as well as cryptographic operations and relevant algorithms compliant with national encryption standards, e.g. SM2, SM4 or equivalent industry standards (e.g., RSA, AES), etc. is preferred - Experience in cryptographic devices (e.g. HSM) and operations (e.g. message-level encryption with encryption keys) is preferred - Experience in Security Risk Assessment and Audit is preferred - Experience in system integration with Hong Kong iAM Smart for authentication and Central Electronic Recordkeeping System for document management is preferred - Experience in web-based applications using the latest technologies and frameworks, e.g. Vue.js, React.js, Spring, Django, Node.js, is preferred - Experience in application development on HarmonyOS platforms is preferred Sector & Domain Knowledge - Knowledge and experience in working with/in the Government is preferred Language Proficiency - Good command in spoken and written English is required - Good command in spoken Mandarin is preferred - Criminal record checking is required Technical Skills: . At least 4 years' experience in IT Application Development and Management (ADM); . At least 4 years' experience in JAVA Programming (JAV); . At least 4 years' experience in System Implementation and Maintenance/Support (SIM); . 2 years' experience in Linux System Administration (LIN) is an advantage; . 2 years' experience in Cryptography (CRY) is an advantage; . 2 years' experience in HTML5 (HT5) is an advantage; . 2 years' experience in Server Virtualisation Technology (SVT) is an advantage; . 1 year's experience in Confidential Mail System (CMS) is an advantage; . 1 year's experience in Public Key Infrastructure (PKI) is an advantage; . 1 year's experience in Security Risk Assessment (SRA) is an advantage. Non-technical Skills: . Good spoken English is a must; . Good written English is a must; . Good coordination skills is an advantage; . 2 years' experience in work with the Government (GOV) is an advantage; . Good Putonghua is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
