The system shall be interoperable with the existing email systems in the Government. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO; (a) Act as the internal project manager to oversee end-to-end system implementation and rollout and ensure timely delivery of the system according to project plan and schedule; (b) Develop and maintain a comprehensive project plan, including scope, schedule, budget, resources, deliverables and risk management; (c) Oversee, coordinate and schedule all project activities, including but not limited to system design, configuration, testing, migration, training, security assessments and rollout; (d) Serve as the primary point of contact for all internal and external parties such as contractor project team, service contractors/providers, vendors and B/Ds; (e) Resolve conflicts and issues that arise during the project promptly and effectively; (f) Manage and monitor performance of the service contractors and address any issues or delays timely and proactively; (g) Prepare and disseminate project information, including but not limited to delivering presentations to all stakeholders, in particular B/Ds; (h) Provide clear, timely updates to senior management and project steering committee; and (i) Performing any work assigned by supervisor. Yrs of Total Post-Quali Exp 8.0 Yrs of Relevant Exp 2.0 Requirements Requirement Details : - Experience & General Background - Minimum of 8 years of post-qualification IT experience is required - Minimum of 4 years of experience in project management is required - Minimum of 3 years of experience in vendor management or contract oversight is required - Minimum of 4 years of experience in system implementation, maintenance and support is required Sector & Domain Knowledge - At least 1 year of experience working with Government departments is required (Experience working in statutory bodies will also be considered) - Experience in managing government projects is preferred Technical Expertise - Knowledge and experience in Security Risk Assessment and Audit processes is required - Knowledge and experience in implementing systems using Public Key Infrastructure is preferred - Experience in managing implementation of enterprise email systems, collaboration or messaging systems is preferred Language Proficiency - Fluent verbal and written communication in both Chinese and English is required - Fluent verbal communication in Mandarin is preferred Certifications - Certificate holder of Project Management Professional (PMP) is required Candidates with certifications that have expired within the last 3 years will be considered provided they can demonstrate continuous practice in PM methodologies - Holder of Certified Information Systems Security Professional (CISSP) or Certified Information Systems Auditor (CISA) or equivalent certification is preferred Others - Year of IT Experience: 8.0 (post-qualification) 2.0 (in similar capacity) - Criminal record checking is required Technical Skills: . At least 4 years' experience in IT Planning (ITP); . At least 4 years' experience in System Implementation and Maintenance/Support (SIM); . 2 years' experience in Project Management Professional (PMP) (PMP) is an advantage. Non-technical Skills: . At least 4 years' experience in project management (PRM); . At least 3 years' experience in vendor management (VMG); . At least 1 year's experience in work with the Government (GOV); . Good coordination skills is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
