Job Key No 38067 Job Title/ Category Contract Analyst Programmer (Bid Ref 58644-2) Number Of Vacancy 1 Relevant Field Others Nature Contract Deadline 31 Mar 2026 Contract Period 01 Apr 2026 to 31 Jan 2027 (10 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base 1/F to 3/F, Cheung Sha Wan Jockey Club Clinic, 2 Kwong Lee Road, Cheung Sha Wan, Kowloon Work in Guangdong Province N/A Monthly Salary Range HK$ N/A - N/A Project Nature (T26) DH Departmental Data Collaboration Platform Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DH; Data Governance and Project Support - This role will focus on supporting the data governance enablement and project management for the implementation of the data management platform and framework; - Develop, review, and maintain the cascaded governance policies, standards, and departmental guidelines in alignment with adopted policies (e.g. Personal Data (Privacy) Ordinance, Ethical AI Framework, AI Adoption Guide for Government Bureaux and Departments, etc) and Health Data Governance Steering Committee (HDGSC) principles, ensuring clarity and operational relevance; - Provide administrative and technical support within the data governance platform to operationalise policies, including managing metadata, configuring workflows, implementing data quality rules, and maintaining user access controls; - Facilitate project management activities by preparing documentation, tracking deliverables and timelines, coordinating meetings, and serving as a liaison between technical teams and stakeholders to ensure project alignment with governance objectives; - Coordinate with cross-functional teams, including data stewards, data managers, and analysts, to implement governance policies and ensure compliance; and - Create communication materials, including circulars, user guides, standard operating procedures (SOPs), and training materials, covering governance processes and platform usage. Yrs of Total Post-Quali Exp 3.0 Yrs of Relevant Exp 1.0 Requirements - A Bachelor's degree in Information Management, Computer Science, Business Administration, or a related field; - Minimum of 3 years of experience in roles involving technical documentation, policy review, project coordination, or governance support; - Proven experience in writing, editing, and maintaining formal technical documents, policy frameworks, or procedural guidelines; - Foundational understanding of data management concepts, data governance principles, and the data lifecycle; - Minimum of 1 year of experience working in or supporting projects in Government sector or Government-related environment would be an advantage Technical Skills: . At least 2 years' experience in Structured Query Language (SQL); . At least 2 years' experience in VBA (VBA); . At least 1 year's experience in business intelligence/data mining (BDM); . At least 1 year's experience in Data Management (DMT); . 1 year's experience in Microsoft SQL Server (MSS) is an advantage; . 1 year's experience in IT Operational Management (OPM) is an advantage; . 1 year's experience in Production Database Support (PDS) is an advantage. Non-technical Skills: . Good coordination skills is a must; . At least 1 year's experience in work with the Government (GOV); . At least 1 year's experience in Government tendering procedures (GTP); . At least 1 year's experience in project management (PRM); . 1 year's experience in IT procurement (PRO) is an advantage; . 1 year's experience in tender preparation and administration (TPA) is an advantage; . 1 year's experience in vendor management (VMG) is an advantage; . 1 year's experience in managing Government IT standards (ITG) is an advantage; . Excellent written English is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 3 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
