Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DEVB; - To manage an IT project related to revamp of a manpower estimation system developed by outsourced contractor; - To manage system enhancement for a contractor/consultant monitoring system developed by outsourced contractor; - To conduct implementation, testing, deployment activities, and to provide system maintenance support for various outsourced systems, such as a library system, a manpower estimation system, registry filing system, a contractor/consultant monitoring system and a training record system; - To take part in all phases of computer projects including feasibility study, procurement of services, systems analysis and design, procurement and installation of computer systems, programming implementation, system nursing and maintenance; - To provide technical advices on technical issues, assess the impacts, and propose remedial actions to ensure minimal impact to users and application systems; - To involve in user requirement collection, and bridge the communications among end users, development team contractors and relevant DPO support teams; - To assist users in preparing test plans and conducting user acceptance test; - To perform quality assurance on contractors' deliverables; - To manage and coordinate contractor activities and monitor their performance; - To perform any other activities as assigned by supervisors; and - To perform over-time work outside office hours or on Saturdays, Sundays and public holidays occasionally. Yrs of Total Post-Quali Exp 9.0 Yrs of Relevant Exp 6.0 Requirements - Solid experience in project management, contract administration and user liaison; - Well-versed in elicitation of user requirements, system analysis and design, systems development and maintenance; and - Solid hands-on experience in MS ASP.NET, MS SQL and .Net C#. Technical Skills: . At least 6 years' experience in MS ASP.NET (MSA); . At least 6 years' experience in Microsoft SQL Server (MSS); . At least 6 years' experience in .NET C# (NEC); . At least 6 years' experience in System Implementation and Maintenance/Support (SIM). Non-technical Skills: . At least 6 years' experience in work with the Government (GOV); . At least 6 years' experience in the management and support of Government systems and services (GSS); . At least 4 years' experience in Government procurement/disposal procedures (GPD). - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 9 years' post-qualification experience in which at least 6 years' relevant experience in a similar post and in a comparable capacity.
