(2) Provision of technical service and procurement support for IT security including IT Security Risk Assessment and Audit (SRAA) and Privacy Impact Assessment (PIA) (3) Development of IT application systems to support Sewage Treatment Operation and Maintenance. (4) User technical support for the existing software systems in Sewage Treatment Division Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DSD; (a) Gather user requirements and participate in the software development life cycle (SDLC) of application systems. (b) Study and implement integrations among different application systems like Site Work Authorization System (SWACS), Sewage Treatment Operation & Maintenance Management Information System (STOMMIS), Smart Site Safety System (SSSS), DPO CorpID Platform, Microsoft SharePoint Server, etc. with secure communications protocols for extension of system functions. (c) Perform SA&D including the Business Process Re-Engineering (BPR) for the contract and site works management for digitalization, centralized control and improving the safety of STW. (d) Carry out cybersecurity tasks for IT systems including SRAA and PIA coordination. (e) Assist the procurement of services and products including market survey, preparation of service/product specifications, tendering and quality assurance for deliverables by contractors. (f) Arrange and support contractor to perform big data preparation and artificial intelligence (AI) prediction model development. Yrs of Total Post-Quali Exp 9.0 Yrs of Relevant Exp 5.0 Requirements (a) Must be degree holder in Information Engineering, Computer Science, Data Science, Artificial Intelligence or related disciplines. (b) Must have grade D or above in English Language (Syllabus B) in Hong Kong Certificate of Education Examination (HKCEE), or equivalent. (c) Must have at least 5 years' relevant experience in system development related to database design, object oriented analysis and design, multi-tier web based application preferably in Microsoft .NET platform with Microsoft SQL server. Experience with mobile apps development for Android and iOS platforms is preferred. (d) Good knowledge of administration and operations of asset management system, e.g. IBM Maximo Application Suite, is an advantage. (e) Professional knowledge of project management preferably with PRINCE2 certificate. (f) Good knowledge of reporting programming by using common software tool, e.g. DevExpress, is an advantage. (g) Good knowledge of web and mobile application security is an advantage. (h) Knowledge of Big Data analysis, machine learning and AI predictive modelling is an advantage. Technical Skills: . At least 5 years' experience in IT Application Development and Management (ADM); . 3 years' experience in MS ASP.NET (MSA) is an advantage; . 3 years' experience in Multi-tier System Integration (MSI) is an advantage; . 3 years' experience in Microsoft SQL Server (MSS) is an advantage; . 3 years' experience in Networking (NET) is an advantage; . 3 years' experience in Object-oriented Analysis and Design (OOA) is an advantage; . 3 years' experience in Security Risk Assessment and Audit (SAA) is an advantage; . 3 years' experience in Web Programming (WEB) is an advantage; . 2 years' experience in Web Services (WSV) is an advantage; . 2 years' experience in Structured Query Language (SQL) is an advantage; . 2 years' experience in Visual Studio. Net (VSN) is an advantage; . 2 years' experience in .NET C# (NEC) is an advantage; . 2 years' experience in Client/Server Application Development (C/S) is an advantage; . 2 years' experience in HTML5 (HT5) is an advantage; . 1 year's experience in Microsoft Internet Information Services (MIS) is an advantage; . 1 year's experience in Microsoft Officer SharePoint Server Administration (MSP) is an advantage; . 1 year's experience in PRINCE (PRE) is an advantage. Non-technical Skills: . 5 years' experience in the management and support of Government systems and services (GSS) is an advantage; . 3 years' experience in IT audit (ITA) is an advantage; . 3 years' experience in project management (PRM) is an advantage; . 3 years' experience in IT procurement (PRO) is an advantage; . 3 years' experience in tender preparation and administration (TPA) is an advantage; . 3 years' experience in vendor management (VMG) is an advantage; . 2 years' experience in presentation (PRT) is an advantage; . Good coordination skills is an advantage; . 2 years' experience in managing Government projects (MGP) is an advantage; . Good written English is an advantage; . 1 year's experience in Government procurement/disposal procedures (GPD) is an advantage; . 1 year's experience in Business Process Modeling (BPM) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 9 years' post-qualification experience in which at least 5 years' relevant experience in a similar post and in a comparable capacity.
