Designing, implementing and maintaining the back-end and front-end system that supports the small-to-medium-scaled systems including, but not limited to, Machine Learning (ML) and Data Analytics (DA) related systems for the Department. 2. Understanding business requirement and implementing the user interface for suitable user experience required with corresponding back-end and front-end interfaces in order for fully-operable solutions. 3. Assisting the development and learning basic ML and DA scripts for integration into the back-end and front-end systems developed as a full solution to support operation of this and other business units, which may or may not be in this Department. 4. Assisting the procurement process for acquiring required equipment and services in the sub-division; and 5. Leading and managing vendors and/or contractors for out-source development of innovative applications to support operation of this and other business units. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the E&MSD; A. Design, develop, and test small-to-medium scaled ML and DA related systems (non-analytics scripting part) to meet business requirements; B. Maintain and patch front-end and back-end of the simple-to-medium-scaled ML and DA systems as a full-stack developer, with emphasis on the non-analytics scripting part of the system ONLY; C. Collaborate with cross-functional teams to integrate AI models into existing systems and applications; D. Develop and maintain documentation for the system and integration processes; E. Support ongoing development and testing of AI models to ensure seamless integration into the developed systems; F. Evaluate and optimize user experience for effective presentation and operation of the system functions including, but not limited to, dashboards, forms, workflows, and tabulated data; G. Collaborate with data engineers to design and implement data storage and retrieval systems that support AI model training and testing processes; H. Assist and on-job training of procuring process for equipment and services required; I. Communicate and present the system developed for effective team communication; J. Embrace the chance to stay up-to-date and on-job training of emerging technologies and trends in data analytics, machine learning, and artificial intelligence; K. Assist implementation and support of data pipelines for supporting ML and DA functions of the system; L. Collaborate and manage vendors and/or contractors for out-source development of innovative applications; and M. Ensure project deliverables to be on time and meet quality standard. Yrs of Total Post-Quali Exp 3.0 Yrs of Relevant Exp 1.0 Requirements i. Degree or higher diploma in computer subjects or related disciplines; ii. 3 years or above hands-on experience in IT application development of which 1 years must be in similar post and in comparable capacity; iii. Adequate knowledge and experience in application systems using container deployment, such as Docker; iv. Adequate knowledge and experience in application development using MEAN Stack and data integration systems, including, but not limited to, message queue and data cleansing services; v. Adequate understanding and, preferably, experience in data mining, business intelligence and machine learning applications and development; vi. Strong commitment to project deadline and delivering high quality work; vii. Creative, analytical, self-initiative, responsible and well-organized; viii. Good knowledge and experience in system design and database design; ix. Good communication skills in English and Cantonese; x. Good interpersonal relationship and emotion management; xi. Experience in web application deployment procedures, source code version control, issues management is a plus; and xii. Satisfactory result in the written test on the interview day (if necessary). Technical Skills: . At least 3 years' experience in Client/Server Application Development (C/S); . At least 3 years' experience in Infrastructure (INF); . At least 3 years' experience in Linux System Administration (LIN); . At least 3 years' experience in Object-oriented Analysis and Design (OOA); . At least 2 years' experience in Structured Query Language (SQL); . 2 years' experience in Network & System Management (NSM) is an advantage; . 2 years' experience in Data Modeling (DMO) is an advantage; . 2 years' experience in Data Management (DMT) is an advantage; . 2 years' experience in Data Warehouse (DWH) is an advantage; . 2 years' experience in business intelligence/data mining (BDM) is an advantage. Non-technical Skills: . Good coordination skills is a must; . At least 4 years' experience in project management (PRM); . At least 2 years' experience in work with the Government (GOV); . Excellent written English is a must; . At least 2 years' experience in managing Government projects (MGP); . At least 1.5 years' experience in Government procurement/disposal procedures (GPD); . At least 1.5 years' experience in Government tendering procedures (GTP); . At least 1 year's experience in project development in specified business areas (PDE); . At least 1 year's experience in IT procurement (PRO); . At least 1 year's experience in tender preparation and administration (TPA); . 1 year's experience in Business Process Modeling (BPM) is an advantage; . 1 year's experience in customer service (CLS) is an advantage; . 1 year's experience in contract administration (CON) is an advantage; . Excellent spoken English is an advantage; . Excellent Putonghua is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 3 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
