Project Nature (T26) 1. To manage the project of rollout and migration of email service from Lotus Notes (LN) to Centrally Managed Messaging Platform (CMMP) for all Users in EEB(EB) and EPD;
2. To collaborate and manage the Network Team, Helpdesk Team, Active Directory (AD) Team and Mail Team for daily operations and enhancement projects relating to IT Support, networking and infrastructure development under EEB(EB) and EPD.
Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the EPD;
-manage the project of rollout and migration of email service of all Users in EEB(EB) and EPD from LN to CMMP including liaison with contractor in project planning and implementation,supervision on performance of contractor,resolving technical issues in LN and CMMP during project implementation,liaison with User Groups for proceeding rollout exercise,coordination of configuration works and participation in project management team
-manage the project of establishment of AD in all offices of EEB(EB) and EPD including liaison with User Groups,deployment of IT staff for assisting Users for joining to Departmental domain and management the AD and centralized storage for daily operations and ad hoc requests
-manage increasing task force of IT staff in Network Team,Helpdesk Team and Mail Team in respective daily operations including project management,helpdesk support,trouble shooting,establishment of standard workflow,documentation preparation and etc.
-supervise the centralized helpdesk teams in performing IT frontline support to all Users in all offices in EEB(EB) and EPD including maintaining database and helpdesk information system to compile statistics on helpdesk services,managing helpdesk staff by training,communicating job expectations and redeployment of task force in time of need
-support email services including creating and managing mailboxes,setting up and managing mailbox quotas and policies,confidential mail service support; and setting up and managing email routing including configuring connectors,transport rules,and message filters
-support mobile services including MWS,MCMS and CMMP ME; and to implement DPO's security measures in mobile devices
-administer centralized repository of user credentials for authentication with access control management
-coordinate Network Team in implementation of enhancement projects such as endpoint solutions,storage encryption control,ERKS system,the migration of OS,office and remote network access control,deployment of system control systems and etc.
-collaborate and manage the Network Team,Helpdesk Team and Mail Team in formulating standard workflow and guideline in accordance with guidelines and requirements from DPO on system operation,networking environment and security concerns and etc.
-support the network related engineering work at existing and new offices regarding network installation,system upgrade and office relocation
-troubleshoot all technical problems encountered by Users during their applications of PCs,notebooks,printers,scanners and mobile devices; and to assess end-user devices and identify the associated risks of security vulnerability
-lead a team in preparing IT equipment for meetings and other functional uses according to the Users' requirements,such as setting up meetings,presentations and video conferencing for senior management users,opening session of training programme; and online meetings and interviews
-provide support directly to senior management in daily operations,ad hoc requests,procurement of IT equipment and etc.
-administer and monitor servers and network performance at EPD&;#8217;s office to ensure the network is running in a stable and secure status; and to interact and follow up with the vendors for maintenance including repair faulty IT equipment,update necessary security patches,upgrade equipment's operation system and etc.
-source,evaluate and recommend new technology,equipment and appliances in order to enhance the security,reliability and availability of the Departmental network and IT systems
-Implement IT policy and guidelines for Users in EEB(EB) and EPD to ensure all IT activities performed in accordance with the required IT security protocols and requirements of DPO
-lead Network Team,Helpdesk Team and Mail Team to troubleshoot all technical problems encountered by Users; and to coordinate and respond to Users through the centralized helpdesk; and
-carry out any other duties as assigned by the senior officers.

Requirements 1. Degree in Information Technology or equivalent;
2. Recent IT working experience in Government;
3. IBM Certified System Administrator for Lotus Notes and Domino (CLP);
4. Obtained at least one of the following certificates relating to IT network:
Cisco Certified Network Professional (CCNP) or Huawei Certified ICT Professional (HCIP); and
5. Obtained at least one of the following certificates relating to IT project or service management:
Project Management Professional (PMP) or Information Technology Infrastructure Library (ITIL)
Technical Skills:
. At least 12 years' experience in Microsoft Active Directory Administration (ADA);
. At least 12 years' experience in Confidential Mail System (CMS);
. At least 12 years' experience in Lotus Notes Mail Admin. & Technical Support (LNM);
. At least 12 years' experience in PC LAN Support (PLS);
. 8 years' experience in Virtual Private Network (VPN) is an advantage;
. 8 years' experience in Endpoint Security Solutions (ESS) is an advantage;
. 8 years' experience in CISCO IOS Software & CISCO Products (CIP) is an advantage.
Non-technical Skills:
. At least 12 years' experience in work with the Government (GOV);
. At least 12 years' experience in the management and support of Government systems and services (GSS);
. At least 12 years' experience in helpdesk call handling (HDT);
. At least 12 years' experience in project management (PRM);
. 8 years' experience in IT procurement (PRO) is an advantage;
. 8 years' experience in vendor management (VMG) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 12 years' post-qualification experience in which at least 8 years' relevant experience in a similar post and in a comparable capacity.
