Additionally, this position will maintain and support the existing Laboratory Information System (LIS) and other PHLSB IT systems. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DH; 1. Collaborate with PHLSB end users for system implementation and enhancements. Participate in all SDLC activities, including requirement gathering, system analysis and design, development, testing, and rollout; 2. Participate in the system and professional service procurement process, including tender preparation and proposal assessment; 3. Organise and monitor vendors in system implementation; 4. Support the workflow re-engineering process; 5. Facilitate system implementation wherever necessary, including data conversion; 6. Liaise and coordinate with external parties to design the external interface; 7. Maintain documentation and procedures and ensure that they are aligned with government standards; 8. Provide administration, maintenance, development, and support to the LIS of PHLSB; 9. Conduct IT training to end users; and 10. Any other tasks assigned by the Department of Health. Normal working hours: Mon - Fri: 9:00 - 17:48 Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements 1. Solid experience in Adobe LiveCycle/AEM Reader Extensions server for offline dynamic form implementation and workflow automation; 2. Solid experience in database technologies such as SQL, stored procedures, and performance tuning for MS SQL Server and Oracle; 3. Solid experience in Macro and VBA for automating operations and analyzing data; 4. Solid experience in requirement gathering, design and testing for large-scale application systems; 5. Experience with government standards and procurement processes; 6. Experience in client/server and web development; 7. Experience in vendor management; 8. Fluent in Chinese and English communication; 9. Self-motivated, work independently and under pressure Technical Skills: . At least 2 years' experience in Adobe LiveCycle ES (ALC); . At least 2 years' experience in JAVA Programming (JAV); . At least 2 years' experience in SQL*PLUS/PL/SQL/PRO*C (OPL); . At least 2 years' experience in VBA (VBA); . 2 years' experience in Microsoft SQL Server (MSS) is an advantage. Non-technical Skills: . At least 1 year's experience in work with the Government (GOV); . At least 1 year's experience in IT procurement (PRO); . 1 year's experience in vendor management (VMG) is an advantage; . 1 year's experience in the management and support of Government systems and services (GSS) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
