(T26) This is a CSA position responsible for providing IT advisory and application development/maintenance support to Government Laboratory (GLAB)
|
| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO;
1. To plan, design, develop and implement new IT applications in GLAB;
2. To assist in managing and monitoring projects of new system implementations and to ensure the projects are on schedule with deliverables meeting the requirements with quality;
3. To assist the roll-out and maintenance of common government IT initiatives/systems;
4. To support and manage the on-going operations and enhancements of the Laboratory Information Management Systems (LIMS) and other IT systems in GLAB;
5. To collect user requirements and implement solutions to meet the users' needs;
6. To prepare and update system documentation, user and operation guidelines, and provide training to users if necessary;
7. To provide IT advisory and support services to GLAB.
Successful candidate is required to provide on-site support at various GLAB offices scattered in Kowloon and Hong Kong Island as and when necessary.

| Requirements |
Candidate should have sound knowledge and experience in system analysis & design (SA&D), development, implementation and support of web-based application system, mainly under .NET framework. He/she should have good communication skills to liaise and coordinate with users in different sections and at different ranks.
Candidates who have working experience in Laboratory Information Management Systems (LIMS) and/or are familiar with the Government's best practices for SA&D and system development will have an advantage.
Technical Skills:
. At least 4 years' experience in Data Architecture (DAR);
. At least 4 years' experience in .NET C# (NEC);
. At least 4 years' experience in Structured Query Language (SQL);
. At least 3 years' experience in MS ASP.NET (MSA);
. At least 1 year's experience in PRINCE (PRE);
. 4 years' experience in Web Programming (WEB) is an advantage;
. 2 years' experience in Microsoft Internet Information Services (MIS) is an advantage;
. 2 years' experience in SSADM (SDM) is an advantage;
. 2 years' experience in Microsoft SQL Server (MSS) is an advantage;
. 2 years' experience in Object-oriented Analysis and Design (OOA) is an advantage;
. 2 years' experience in Project Management Professional (PMP) (PMP) is an advantage;
. 2 years' experience in Visual Basic (VBC) is an advantage;
. 2 years' experience in Windows 7/8/10 (W10) is an advantage;
. 2 years' experience in Windows Server 2008/2012 (W12) is an advantage;
. 2 years' experience in Apache Web Server (AWS) is an advantage;
. 2 years' experience in Crystal Report (CRE) is an advantage;
. 2 years' experience in IT Security (ITS) is an advantage;
. 2 years' experience in J2EE Development (JDE) is an advantage;
. 1 year's experience in Linux System Administration (LIN) is an advantage;
. 1 year's experience in JavaScript Programming (JAP) is an advantage;
. 1 year's experience in JAVA Programming (JAV) is an advantage;
. 1 year's experience in Data Modeling (DMO) is an advantage;
. 1 year's experience in Document Flow/Workflow Management System (DOC) is an advantage.
Non-technical Skills:
. Good coordination skills is a must;
. At least 2 years' experience in helpdesk call handling (HDT);
. At least 2 years' experience in project management (PRM);
. At least 2 years' experience in quality management (QMT);
. At least 1 year's experience in conducting IT training/briefing (ITT);
. At least 1 year's experience in work with the Government (GOV);
. 2 years' experience in the management and support of Government systems and services (GSS) is an advantage;
. 2 years' experience in IT audit (ITA) is an advantage;
. 2 years' experience in managing Government IT standards (ITG) is an advantage;
. 2 years' experience in managing Government projects (MGP) is an advantage;
. Good written English is an advantage;
. 2 years' experience in quality assurance (QAS) is an advantage;
. 2 years' experience in software testing (STM) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
