Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the FSTB-TB; The CSA will be responsible for providing IT support and advice for projects related to the upgrade/replacement, development, enhancements, migration, and maintenance of applications, systems and network infrastructure such as server and system administration, network administration and management, user support and other IT support tasks for the Treasury Branch, Financial Services and the Treasury Bureau (TsyB). The CSA may be required to provide on-call support outside normal office hours, to work at irregular hours and during weekends/public holidays occasionally, and to perform duties in other Government offices in and outside CGO. The key duties are listed as follows: 1. To assist in initiation and planning of IT system projects for improving the performance, security and reliability of IT systems of the Branch, for complying with Government&;#8217;s IT policies and initiatives; 2. To provide support and advice to all phases of project implementation; 3. To monitor the performance of contractor for out-source IT projects, and to assist in carrying out quality control and review of project deliverables and project management duties; 4. To coordinate and liaise with project stakeholders and other concerned parties from both business and technical aspects; 5. To provide, both in person and through collaboration with DPO and vendors, maintenance, technical and user support services for existing and new IT systems of the Branch; 6. To ensure a reliable infrastructure for the existing and new IT systems of the Branch through vigilant monitoring and review of its performance and security controls and if necessary, collaboration with DPO and vendors to diagnose and fix problems and strengthen the security measures; 7. To compile manuals, guidelines and other documents and to ensure that complete and up-to-date records of all IT projects, IT systems and maintenance duties are in place; 8. To lead, give guidance and supervise Assistant IT Officers and IT Assistant to ensure good service and project delivery; 9. To administer IT systems and provide operational support on the branch&;#8217;s network infrastructure, GOA systems, email systems, VPN remote access, departmental portal, Wi-Fi Network, Web Content Management System (WCMS), Removable Storage Control System and other applications such as Lotus Notes applications; 10. To prepare requirement specification and assessment of proposals of IT products and services; and 11. To perform any other duties as may be required. Yrs of Total Post-Quali Exp 7.0 Yrs of Relevant Exp 3.0 Requirements 1. Knowledge and solid experience in project implementation on server and network upgrade/replacement as well as application enhancements and migration such as Lotus Notes applications; 2. Knowledge and experience in support of financial-related systems; 3. Knowledge and experience in network and system administration, support and management; 4. Knowledge and experience in implementation and support of office automation systems; and 5. Experience to lead and supervise junior IT officers are preferable. Technical Skills: . At least 4 years' experience in Microsoft Active Directory Administration (ADA); . At least 4 years' experience in Network & System Management (NSM); . At least 3 years' experience in System Implementation and Maintenance/Support (SIM); . At least 2 years' experience in IT Security (ITS); . 3 years' experience in Lotus Notes Application Development (LNA) is an advantage; . 3 years' experience in Lotus Notes Mail Admin. & Technical Support (LNM) is an advantage; . 3 years' experience in Network Design (NDN) is an advantage; . 3 years' experience in System Backup with Bightstor ArcServe (BAS) is an advantage; . 3 years' experience in CISCO IOS Software & CISCO Products (CIP) is an advantage; . 3 years' experience in Data/File Backup Technology (DFT) is an advantage; . 3 years' experience in Domino and Lotus Script (DLS) is an advantage; . 3 years' experience in Departmental Portal (DPS) is an advantage; . 3 years' experience in e-Leave (ELE) is an advantage; . 3 years' experience in Virtual Private Network (VPN) is an advantage; . 3 years' experience in Wireless Technology (WLT) is an advantage; . 3 years' experience in PC LAN Support (PLS) is an advantage; . 3 years' experience in Router Configuration (ROU) is an advantage. Non-technical Skills: . At least 4 years' experience in work with the Government (GOV); . 3 years' experience in the management and support of Government systems and services (GSS) is an advantage; . 3 years' experience in helpdesk call handling (HDT) is an advantage; . 3 years' experience in conducting IT training/briefing (ITT) is an advantage; . 3 years' experience in IT procurement (PRO) is an advantage; . 3 years' experience in customer service (CLS) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 7 years' post-qualification experience in which at least 3 years' relevant experience in a similar post and in a comparable capacity.
