Manage the IT projects to develop an IEMP with smart technologies for environment protection and management. 2. Responsible for the overall design of the infrastructure setup for the project (networks, IT security, server and computer systems) taking into account EPD users requirements to ensure optimal system performance and conformance to all relevant government guidelines. 3. Prepare contract documents and specifications for hiring service contractors for IT application development in accordance with user requirements and procurement of relevant computer hardware and software; 4. Assist in tender/quotation evaluation of the service and procurement contracts; 5. Oversee the project progress to ensure the service contracts are completed in good quality as schedule; 6. Detect risks promptly, assess their impact, and devise mitigation strategies to reduce project schedule, quality, and budget disruptions. 7. Facilitate the SA&D and implementation by collaborating with stakeholders and contractors intensively ; 8. Provide comments on the deliverables submitted by the service contractor and provide steer to the contractor where necessary to ensure the contract requirements are met; 9. Supervise analyst programmers for conducting their duties; 10. Provide technical advice to EPD on system design, development, implementation and project progress; and 11. Conduct any duties as per assigned by supervisors Yrs of Total Post-Quali Exp 12.0 Yrs of Relevant Exp 4.0 Requirements 1. Master Degree in Information Technology, Computer Science or related Computer Studies discipline; 2. At least 8 years of experience in project management, system analysis, development, implementation and maintenance support of web application; 3. Solid experience in managing IT projects; 4. Solid experience in system testing and different stages of software testing (e.g. User Acceptance Test); 5. Experience in IT infrastructure technologies; 6. Fluent in government procedures and regulatory requirements on IT. 7. Solid experience in team work; and 8. Immediate availability is highly preferred Technical Skills: . At least 6 years' experience in IT Application Development and Management (ADM); . At least 6 years' experience in Infrastructure (INF); . At least 6 years' experience in IT Planning (ITP); . At least 6 years' experience in IT Security (ITS); . At least 6 years' experience in Multi-tier System Integration (MSI); . At least 6 years' experience in Project Management Professional (PMP) (PMP); . 2 years' experience in Microsoft Active Directory Administration (ADA) is an advantage; . 2 years' experience in MySQL (MSQ) is an advantage; . 2 years' experience in Microsoft SQL Server (MSS) is an advantage; . 2 years' experience in Apache Web Server (AWS) is an advantage; . 2 years' experience in Data Administration (DAM) is an advantage; . 2 years' experience in Data Architecture (DAR) is an advantage; . 2 years' experience in Data Modeling (DMO) is an advantage; . 2 years' experience in Disaster Recovery Planning (DRP) is an advantage; . 2 years' experience in Data Warehouse (DWH) is an advantage; . 1 year's experience in Rapid Application Development Methodology (RAD) is an advantage. Non-technical Skills: . At least 6 years' experience in Government tendering procedures (GTP); . At least 6 years' experience in managing Government projects (IEG); . At least 6 years' experience in work with the Government (GOV); . At least 6 years' experience in project management (PRM); . At least 6 years' experience in IT strategy and policy advice (SPA); . At least 4 years' experience in Government procurement/disposal procedures (GPD); . 5 years' experience in managing Government IT standards (ITG) is an advantage; . 3 years' experience in IT procurement (PRO) is an advantage; . 3 years' experience in quality management (QMT) is an advantage; . 3 years' experience in vendor management (VMG) is an advantage; . 2 years' experience in tender preparation and administration (TPA) is an advantage; . 2 years' experience in IT service/outsourcing management (OUT) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 12 years' post-qualification experience in which at least 4 years' relevant experience in a similar post and in a comparable capacity.
