Upgrade of CCTV systems with analytics capabilities for close monitoring of major road junctions and critical road sections to facilitate prompt response when handling abnormal traffic conditions; 2. Enhancement of ATC systems and hence optimization for traffic signals timings via adoption of (off ground) vehicle and pedestrian detectors, edge computing devices with artificial intelligence (AI), and IoT etc to allow processing of large amount of traffic data collected on sites before transmitting to the central computers; and 3. Employment of supplementary systems in relation to enhancing traffic management and pedestrian safety. Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the TD; 1. Participate in the management team for implementation of various traffic control and surveillance projects; 2. Act as system administrator of related traffic control systems in respect of system usage monitoring, system resources review and arranging patches to fulfill security requirements; 3. Design and assess infrastructure and IT security requirements, such as server sizing and network topology which should be in line with security policies of the HKSAR Government; 4. Prepare and assess tenders in relation to the implementation, operations and maintenance of traffic control and surveillance systems; 5. Act as contact point to liaise with parties within TD, DPO, government departments and bureaux, users, stakeholders, consultants and contractors on IT related matters associated with traffic control systems; 6. Supervise subordinates to conduct regular tests regarding the functionality and performance of related traffic control and surveillance systems such as regression test, DR drill, SRAA; 7. Supervise subordinates to identify business requirements and perform gap analysis in providing functional requirements document and mock up; and 8. Carry out any other tasks assigned by supervisor. The candidate shall possess eight (8) years of IT experiences of which at least two (2) years of experiences in the capacity of project manager or equivalent; 2. Experiences on business analysis, development, deployment, maintenance and issue tracking of enterprise level client-server web application is a must; 3. Contract management and vendor negotiation skills are essential; 4. Knowledge on latest server infrastructure and network design, and proficient in SQL, Java and JavaScript etc. will be an advantage; 5. Possess good communications and English writing skills; and 6. Able to perform under stress and willing to work outside office hours. Technical Skills: . At least 2 years' experience in IT Application Development and Management (ADM); . At least 2 years' experience in Client/Server Application Development (C/S); . At least 2 years' experience in Structured Query Language (SQL); . At least 1 year's experience in Information Security Management (ISM); . At least 1 year's experience in JavaScript Programming (JAP); . 1 year's experience in JAVA Programming (JAV) is an advantage; . 1 year's experience in Metro-Ethernet Network (MNE) is an advantage; . 1 year's experience in Mobile / Wireless Communication (MWC) is an advantage; . 1 year's experience in Object-oriented Analysis and Design (OOA) is an advantage; . 1 year's experience in Project Management and Issue Tracking System (PIT) is an advantage; . 1 year's experience in Security Risk Assessment and Audit (SAA) is an advantage; . 1 year's experience in System Implementation and Maintenance/Support (SIM) is an advantage. Non-technical Skills: . At least 3 years' experience in IT service/outsourcing management (OUT); . At least 2 years' experience in contract administration (CON); . At least 1 year's experience in vendor management (VMG); . Good written English is an advantage; . 1 year's experience in Government tendering procedures (GTP) is an advantage; . 1 year's experience in managing Government IT standards (ITG) is an advantage; . 1 year's experience in quality management (QMT) is an advantage; . 1 year's experience in tender preparation and administration (TPA) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 8 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
