Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the TD; 1. Lead project teams in network design, plan, develop and implementation of IT infrastructure ranging from network management to application development platforms; 2. Lead project teams in system design, development, implementation and maintenance of IT systems; 3. Monitor resilient data / network communication facility to support business continuity in TD network infrastructure; 4. Project management for the IT Security risk assessment and audit exercise and review the IT security compliance; 5. Formulate and deploy best IT practices, governance, solutions and formulate IT security policies, standards and procedures; 6. Undertake the planning, funding application, design, and implementation of IT infrastructure and security solutions; 7. Project management and supervise the technical activities on IT Security, Departmental Portal, End-Point Security and Network Threat Protection System, Two-Factor Authentication System, Active Directory and Patch Management System; 8. Assist departmental ITMU on IT security matters, incident handling and follow up; 9. Perform other duties assigned by SE/IT or his delegates. Yrs of Total Post-Quali Exp 20.0 Yrs of Relevant Exp 10.0 Requirements 1. Degree holder in Computer Science, IT or equivalent; 2. At least twenty years post-qualification IT experience of which ten years must be in a similar post and in a comparable capacity to this post; 3. Proven experience as a Project Manager for HK government project(s); 4. Proven experience in IT security audit, IT security solutions, Patch management and Active Directory Administration; 5. Proven experience in project management and on-going support of Government OA infrastructure, IT systems and services; 6. Solid experience in the development of high availability application systems and implementation of systems; 7. Sound knowledge on the international standards, best practices of information security, standards, and frameworks, e.g. IS027001; 8. Good knowledge in network and security technologies, in particular data protection and regulatory compliance requirements; 9. Extensive software development experience of various categories of applications, including Government Cloud, client-server, multi-tier, web-based and mobile platforms; 10. Familiarity with development technology such as Linux, Virtualization, Git, Docker, Python, Tensorflow, Flutter, PHP and Laravel Framework; 11. Good IT management, change management practices and project management skills; 12. Strong analytical ability, people management skills and problem solving skills. Technical Skills: . At least 15 years' experience in IT Application Development and Management (ADM); . At least 10 years' experience in Infrastructure (INF); . At least 10 years' experience in IT Operational Management (OPM); . At least 8 years' experience in Security Risk Assessment and Audit (SAA); . At least 8 years' experience in Information Security Management (ISM); . At least 8 years' experience in IT Security (ITS); . At least 8 years' experience in System Implementation and Maintenance/Support (SIM); . At least 6 years' experience in Departmental Portal (DPS); . At least 5 years' experience in Network & System Management (NSM); . 5 years' experience in Security Incident Detection and Handling (SDH) is an advantage; . 5 years' experience in Internet/ Intranet (INT) is an advantage. Non-technical Skills: . At least 10 years' experience in project management (PRM); . At least 8 years' experience in work with the Government (GOV); . At least 8 years' experience in the management and support of Government systems and services (GSS); . At least 8 years' experience in managing Government IT standards (ITG); . At least 8 years' experience in managing Government projects (MGP); . At least 8 years' experience in IT service/outsourcing management (OUT); . At least 6 years' experience in managing corporate IT security framework (CSF); . 8 years' experience in quality audit under CMMI or ISO (QAT) is an advantage; . 8 years' experience in IT Service Management (SMG) is an advantage; . 8 years' experience in tender preparation and administration (TPA) is an advantage; . 8 years' experience in vendor management (VMG) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 20 years' post-qualification experience in which at least 10 years' relevant experience in a similar post and in a comparable capacity.
