Job Key No 29777 Job Title/ Category Contract Systems Analyst (Bid Ref 51127-1) Number Of Vacancy 1 Relevant Field Others Nature Contract Deadline 24 Sep 2024 Contract Period 01 Nov 2024 to 31 Oct 2025 (12 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base Kwun Tong Monthly Salary Range HK$ N/A - N/A Project Nature (T26) System implementation, production support and quality assurance for the Information Technology (IT) System for the 2026 Population Census (26C) of Census and Statistics Department (C&SD) Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the C&SD; System analyst and design, implementation, technical support and setup for web applications of the 2026 Population Census (26C) and the job duties include but not limited to the following: - To assist Project Manager in coordinating and monitoring project activities; - To carry out quality control, quality assurance and project management duties; - To coordinate with various independent parties, including those appointed by C&SD, in conducting independent third-party review and testing on system functionalities, system security and system loading; - To collect and analyse user requirements, in liaison with outsourced contractors, users and internal IT Teams where appropriate; - To prepare test plan, carry out system integration testing and facilitate user testing; - To diagnose and resolve project and/or technical issues; - To review project deliverables including system documentations produced by Service Contractor and other vendors; - To provide ad-hoc production support during the census operation; - To report progress regularly on tasks assigned; and - To perform other duties as required by C&SD. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 2.0 Requirements Have solid experience in system implementation and maintenance projects in the following areas: 1. Solid working experience in SA&D and program development in the following areas: - HTML, CSS, Internet/Intranet, XML, JSON; - Responsive Web Design; - Web programming; and - Apache Web Server. 2. Solid working experience in system integration test, user acceptance test, load test and stress test; 3. Solid working experience in supporting or implementing public facing web applications; and 4. Preferable to have working experience in the following areas: - Web Content Management System; - Thematic Websites; - Web and mobile accessibility with WCAG 2.1; - UI/UX design and review; and - Security Risk Assessment and Audit. Technical Skills: . At least 3 years' experience in IT Application Development and Management (ADM); . At least 3 years' experience in System Implementation and Maintenance/Support (SIM); . 2 years' experience in Web Hosting, Design and Maintenance (WED) is an advantage; . 1 year's experience in JavaScript Programming (JAP) is an advantage; . 1 year's experience in PHP programming (PHP) is an advantage. Non-technical Skills: . At least 3 years' experience in work with the Government (GOV); . At least 3 years' experience in IT service/outsourcing management (OUT); . 1 year's experience in IT procurement (PRO) is an advantage; . 1 year's experience in Government procurement/disposal procedures (GPD) is an advantage; . 1 year's experience in managing Government projects (MGP) is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
