Job Key No 29771 Job Title/ Category Contract Systems Analyst (Bid Ref 50950-1) Number Of Vacancy 1 Relevant Field Others Nature Contract Deadline 23 Sep 2024 Contract Period 01 Nov 2024 to 30 Apr 2026 (17 months) Payroll under InfoTech Employer Business Government T26 Contract Location Base Wan Chai Monthly Salary Range HK$ N/A - N/A Project Nature (T26) This is a CSA position responsible for ongoing support of CCIDA's IT systems and services Duties - Serve a contract assignment under InfoTech's headcount, full-time second to serve the DPO; - To collaborate and communicate with users to elicit, gather, consolidate and analyze requirements, understand their needs, and help ensure the requirements are complete, unambiguous and map to genuine business needs. - To assist in procurement of IT products and services. - To monitor the performance of the awarded IT service contractor with reference to agreed project schedule and to scrutinize the work and all deliverables of the IT service contractor to ensure they are delivered in accordance with the specification, up to required standards, and meeting business needs and technical requirements. - To support users and coordinate with the IT service contractor to facilitate review and comment on the various project deliverables from the business perspective. To provide advice and collaborate with contractor to resolve problems in whole system development life cycle and maintenance cycle of the CCIDA Funding Administration and Information System (CFAIS) and other CCIDA's systems. - To collaborate with users and contractor to publish open datasets to the Public Sector Information (PSI) Portal and Common Spatial Data Infrastructure (CSDI) Portal. - To collaborate with GCIS and other support teams (e.g. IMX, WCH, GNET, DN) to setup and configure the enhanced CFAIS. - To perform any other duties which may be assigned for achieving project objectives. Yrs of Total Post-Quali Exp 4.0 Yrs of Relevant Exp 1.0 Requirements - Solid experience in IT application development, system implementation and maintenance/support [ADM and SIM]. Experience in supporting web-based application related to Government Funding is an advantage. - Solid experience in IT Service / Outsourcing Management [OUT] and vendor management [VMG]. Familiar with Project Management for IT Projects under an Outsourced Environment is an advantage. - Solid experience in Server Virtualisation Technology [SVT] - Work experience with/in the Government is required [GOV] - Solid experience in Government procurement and disposal processes. Familiar with Government procurement practices and procedures (e.g. SOA-QPS, SOA-MWS, GITP, SPR, Direct Purchase, e-procurement system) is required. [GPD and PRO] - Solid experience on acquisition of Security Risk Assessment and Audit (SRAA) services, and implement mitigation measures of SRAA findings [SAA] - Hands-on experience on Disaster Recovery Planning is an advantage - Hands-on experience in dissemination of open data to PSI and CSDI platform is an advantage Technical Skills: . At least 4 years' experience in IT Application Development and Management (ADM); . At least 4 years' experience in System Implementation and Maintenance/Support (SIM); . At least 4 years' experience in Server Virtualisation Technology (SVT); . At least 3 years' experience in Security Risk Assessment and Audit (SAA); . 3 years' experience in Infrastructure (INF) is an advantage; . 2 years' experience in Java Application Framework (e.g. Struts (Apache)) (JAF) is an advantage; . 2 years' experience in Microsoft SQL Server (MSS) is an advantage; . 2 years' experience in Web Hosting, Design and Maintenance (WED) is an advantage; . 2 years' experience in Disaster Recovery Planning (DRP) is an advantage; . 1 year's experience in Network Design (NDN) is an advantage; . 1 year's experience in Networking (NET) is an advantage. Non-technical Skills: . At least 4 years' experience in IT service/outsourcing management (OUT); . At least 4 years' experience in IT procurement (PRO); . At least 4 years' experience in vendor management (VMG); . At least 3 years' experience in work with the Government (GOV); . At least 3 years' experience in Government procurement/disposal procedures (GPD); . 2 years' experience in quality assurance (QAS) is an advantage; . Good written English is an advantage. - Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent; - At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
