(T26) - Application development and system maintenance on various web applications for Marine Department, including the sectional information portal (i.e. ITMS Portal) and a new public enquiry & download portal for electronic Certificates, Licences and Permits;
- Assist in feasibility study, system analysis & design and development of new IT systems & initiatives; and
- Assist in basic administration of Microsoft SQL Servers and Oracle databases of the application systems.

| Duties |
- Serve a contract assignment under InfoTech's headcount, full-time second to serve the MD;
The newly recruited CAP will perform programming tasks mainly using JAVA, Javascript, XML, HTML and SQL. The CAP will also be required to assist supervisors to provide support services for the enhancement and maintenance of the application systems and MD Homepage, as well as to assist in basic administration of Microsoft SQL Servers and Oracle databases of the application systems including applying software and/or security patches and monitoring database backup tasks etc. The CAP will also be required to assist the supervisors in monitoring and checking the technical products of the outsourced contractor, plan and conduct the system testing.
- To perform programming tasks;
- To collect user requirements;
- To prepare function and program specifications;
- To conduct system testing;
- To provide technical support services;
- To assist in basic administration of MS SQL Servers and Oracle databases;
- To assist supervisors in monitoring work performance and conduct quality assurance of project deliverable from outsourced contractors;
- To provide IT-related procurement support; and
- To carry out other project related duties as designated by supervisors.

| Requirements |
- Candidate should hold a local degree in IT/Computer subjects or equivalent;
- Candidate should possess extensive working experience in system implementation; and
- Candidate should have solid experience in Java, Javascript, XML, HTML and SQL.
Technical Skills:
. At least 3 years' experience in JavaScript Programming (JAP);
. At least 3 years' experience in JAVA Programming (JAV);
. At least 3 years' experience in Microsoft SQL Server (MSS);
. At least 3 years' experience in Structured Query Language (SQL);
. At least 3 years' experience in Web Programming (WEB);
. 1 year's experience in Web Services (WSV) is an advantage;
. 1 year's experience in XML (XML) is an advantage;
. 1 year's experience in Oracle RDBMS (ODB) is an advantage;
. 1 year's experience in MySQL (MSQ) is an advantage;
. 1 year's experience in HTML version before HTML5 (HTM) is an advantage.
Non-technical Skills:
. At least 1 year's experience in Business Process Re-engineering (BPE);
. 1 year's experience in work with the Government (GOV) is an advantage;
. 1 year's experience in the management and support of Government systems and services (GSS) is an advantage.
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 2 years' relevant experience in a similar post and in a comparable capacity.
